RNTCP uses the World Health
Organisation (WHO) recommended Directly Observed Treatment Short Course (DOTS)
strategy and reaches over a billion people in 632 districts/reporting units.
The RNTCP is responsible for carrying out the Government of India’s five year
TB National Strategic Plans. The large scale implementation of the Indian
government’s Revised National TB Control Program (RNTCP) (sometimes known as
RNTCP 1) was started in 1997.
With
the RNTCP both diagnosis and treatment of TB are free.
The initial objectives of the RNTCP
in India were to achieve and maintain a TB treatment success rate of at least
85% among new sputum positive (NSP) patients and to achieve and maintain
detection of at least 70% of the estimated new sputum positive people in the
community.
Project Description
(1) Support for inventory and expiry
management of RNTCP drugs including X-Ray rolls (viz. expirables) and Binocular
Microscopes and Printed Material (viz. Non-Expirables) at multiple stock points
across the country
(2) Mapping of supply chain management
systems across the country from peripheral levels, PHIs to TB Centres, to
District TB Centres and to the State Drug Stores.
(3) Assessment of drug stock situation
across the whole country and collation of data at the National Level and
analysis of the same.
(4) Coordination with WHO and GDF to
support the process of procurement of DFID-funded drugs
(5) Assistance with the design and
implementation of DLS processes now being instituted for MDR drugs
(6) On-going support/ data inputs to CTD officials for projecting
procurement requirements and quality Assurance function
(7) Assisting Central TB Division (CTD) with procurement of Microscopes, as well
as facilitating states with AMCs
(8) Increased role in Procurement issues
for co-ordination between suppliers, procurement agencies, testing agencies,
GDF/UNOPS, GFATM, RITES, GMSDs, States for decentralized procurements and
tracking of supplies etc.
(9) Quantification and preparation of
Annual Requirements of anti TB drugs, BMs, LED FMs & other commodities
under RNTCP
(10) Assisting CTD in preparation of consignee
list, schedule of deliveries (SoD) etc. post approval of yearly indent for
First and Second Line Drugs (TGF+GoI)
(11) Assistance to CTD in finalization of
Quantification for Second Line Drugs based on diagnostic capabilities of Labs,
through the DBS Mechanism and post approval, preparation of Consignee list, SoD
etc
(12) Preparation of Drug Forecast
(Projections) of Drugs including for the next 5 quarters based on District
Reports, SDS & GMSD monthly stock reports and pipeline supplies.
(13) Follow ups on SLD transfers with
increase in no. of drug transfers between States necessitated, to avoid any
stock- outs /overstocking situation in the states.
(14) Updation of fortnightly Information to
JS, MoHFW with more frequent updation on need-base
(15) Updation of the MIS system developed
for 2nd line drugs to address complexities in recording and reporting of drug
stocks and expiry management.
(16) Monitoring & analysis of
procurement, supplies, stock availability and consumption data.
(17) Collection of data from Districts,
States, GMSDs and Procurement Agency on regular basis for preparation of
various MIS and detail analysis.
(18) Uploading data on the website of GFATM
for Price & Quality Reporting (PQR)
(19) Collaboration/ support to CTD and
GFATM officials in respect of the procurement and quality assurance functions
(20) Distribution of XDR Drugs to states
post procurement of the same
(21) Assistance to CTD in the
implementation of further revision of Guidelines for Pediatric Patients, post
meeting of IAP
(22) Assistance to CTD in the distribution,
recording, reporting and inventory management of 2nd line drugs under the DOTS
Plus programme, in the context of expansion of its activities to all 720+
districts and ensuring availability of drugs to patients across the country.
(23) Assist CTD in obtaining Customs /
Excise duty exemption certificate from competent authorities
(24) Keeping track of CBNAAT machines/
cartridges supply, across the country
Developed space assessment tool for
RNTCP to assess the space availability at State / District drug stores.
