Directorate of National Vector Borne Disease Control Programme (NVBDCP) is the central nodal agency for the prevention and control of vector borne diseases i.e. Malaria, Dengue, Lymphatic Filariasis, Kala-azar, Japanese Encephalitis and Chikungunya in India. It is one of the Technical Departments of Directorate General of Health Services, Government of India.

Project Description

SAMS undertook this project to assist NVBDCP in managing inventory of drugs, insecticides and Larvicides, diagnostic kits, LLINs and other commodities to ensure uninterrupted availability in States/ Districts & Sub District Levels. The project involved review and assessment of storage space requirements at state drug stores, district and sub-district drugs stores of three states for accommodating the total volume of anti-malaria and other NVBDCP drugs and supplies. Assistance was also provided in distribution, recording, reporting and inventory management of drugs and supplies. Continuous monitoring of stock of drugs and supplies were carried out at the state and district levels, checks for internal consistencies in stocks were reported at the start of each month, supplies made during the month, monthly utilization and closing stocks. Other tasks involved monitoring of expiry, including the maintenance of a database of short expiry drugs & commodities and advising NVBDCP on timely steps for their utilization/diversion to other States/Districts within their shelf life. Assistance was provided to NVBDCP in working out technical requirement i.e. quantification & forecasting of each drug and projecting future utilization of drugs and supplies for annual procurements. Monthly reports were generated to facilitate the redressal of complaints of states on drug supplies, stores and inventory management through NVBDCP. Assisted NVBDCP officials in the preparation of protocols in respect of Quality Assurance for drugs, insecticides and pesticides at various stocking points. As per Terms of Reference, Inventory management practices were to be focused only for World Bank & GFATM Districts. SAMS also facilitated preparation of SOP manuals for state and district Drug Stores, as well as Training Manuals where suggestions were made towards incorporating good management practices, including desirable stocking norms for drugs and other items, reporting formats, infrastructure facilities etc. The SOPs also defines processes and information systems upto the ASHA level.
